After all any improvement, anyway, begins with division on bad and good, viable and weak, talented and dull. Division - and then selection, rejection of the options which are not meeting these or those requirements. At the level of human society such selection inevitably means discrimination. Therefore the eugenics is and really a utopia.
In some countries, however, the eugenics went some other way. In England a number of measures for encouragement of a possession of many children at people of Anglo-Saxon race and creating favorable conditions for education and development of exceptional children was accepted.
Uselessness of rejection of "harmful" genes was shown also by experiments of nazis: in due time in fascist Germany mental patients were almost destroyed, and at first less children with deviations really were born.
